Shayne graduated from Texas A&M University with a BSEE in 1985. He worked for Southwestern Public Service Company from 1985 to 1989 where he was Supervising Engineer for distribution, engineering, construction, operations and maintenance. While at SPS he completed graduate courses in Power Distribution Systems and Protective Relaying through the University of Colorado.
He joined Houston Lighting & Power in 1989, where he is presently the leader for the Major Underground Division’s Operations Analysis group. He is Vice-Chairman of the Network Manhole Fires Working Group 7-40 and interim Chairman for the Cable Supply Systems Subcommittee 7.
Shayne also coordinates the ICC Educational and Didactic Programs.
