Working Group 11-23, Discussion Group 11-28, and Sub Committee 11 were combined into one meeting to more efficiently use the time available in the ICC Fall meeting. Future meetings of SC 11 will include as many of the working and discussion groups as possible.
Harry Vollkommer Jr. presented American Electric Power experience with removing jammed cable from conduit. The EPRI lubrication and vibration technique was used to successfully remove 4,500 feet of cable. Use of the technique avoided spending $675,000 in new conduit construction. Mr. Vollkommers presentation slides are in Appendix 11.

Scope: The scope of this guide is to provide information relating to distribution cable installation methods in duct systems, so that it may be used by anyone installing such cable as a reference or as a guide or as a general installation specification and, in so far as possible, attempts to point out the methods that are currently the most acceptable while cautioning against unacceptable methods.
The status of the guide was discussed. The text of the current draft was reformatted into Microsoft Word 97, and combined with over 120 illustrations into a single computer file. It was suggested that the guide be reorganized so that some of the content is moved to the appendix. The draft needs to be updated to include the latest OHSA requirements. Otherwise, some procedures in the guide could raise legal issues. It is not known if the draft needs to be re-balloted if further changes are made. Mr. Bogden will inquire about the necessity of re-balloting.

Scope: Provide a forum for discussing the technology and application of the trenchless technique to install cable. Act as the Electric Industry's "experts" in providing guidance on application guides, standards and specifications for the trenchless installation of cable that are being written in other professional forums. Maintain liaison with NASTT, The North American Society for Trenchless Technologies.
Tom Rodenbaugh reported that there is still no Memorandum of Understanding (MOW) between NASTT and IEEE.
