Design, construction and maintenance of temporary and permanent structures used to support, enclose and physically protect insulated cable systems and their accessories. The development of methods required to install insulated cable systems and their structures, overhead and underground. Included are: conduits: cable trays; manholes, vaults, kiosks; supports; bridge crossings and installation equipment.
The Mission of the Structures Subcommittee is to continuously improve the fundamental technological understanding, practical application, and safe use of materials, equipment and methods to install, support and physically protect cable systems.

Rick Hartlein introduced the new ICC organization at the Open Forum. Working Group 11-23, Guide for Distribution Cable Installation Methods in Duct Systems, and Discussion Group 11-28, Directional Boring, will be part of the new Cable Systems Group, which will be chaired by John Cooper and Austin Tingley.
WG 11-23 and Discussion Group 11-28 met during the SC 11 meeting.
Scope: The scope of this guide is to provide information relating to distribution cable installation methods in duct systems, so that it may be used by anyone installing such cable as a reference or as a guide or as a general installation specification and, in so far as possible, attempts to point out the methods that are currently the most acceptable while cautioning against unacceptable methods.
The Standards Board of the IEEE withdrew PAR 971 at their December 1997 meeting. The Board felt that the 10-year-old PAR was too old and that the information was likely out of date.
D. Bogden will submit a new PAR for the Guide. A new PAR will give us four years to complete the Guide. In the general discussion that followed it was decided that the Guide, as it is written, needs to be simplified. Many issues in the Guide need to be updated to include current OHSA standards. Using the download section of the ICC website and email will accelerate the Guide revision. Updates to the Guide can be posted on the website within a couple of days.
Scope: Provide a forum for discussing the technology and application of the trenchless technique to install cable. Act as the Electric Industry's "experts" in providing guidance on application guides, standards and specifications for the trenchless installation of cable that are being written in other professional forums. Maintain liaison with NASTT, The North American Society for Trenchless Technologies
There were no issues for discussion at the meeting.
Scope: To discuss current and future trends, problems, test methods and qualifications of fiber glass, plastic or composite material box pads and pedestals. To develop guides or standards for this type of equipment as deemed necessary by the group.

On Monday April 6, 1998 Chairman Frank Di Guglielmo held the first meeting of this discussion group with 13 members and guests present.
The Chair gave a presentation on the Northeast Underground Committees box pad qualification guide and showed examples of typical test results. There was also a discussion of Western Underground Committees secondary pad and pedestal guide. The group felt that there is potential to create an IEEE guide out of one or both of these documents. The chair will extend invitations to the various box pad manufacturers to attend the Fall ICC meeting to assist in the pursuit of this idea. If either of these two guides can be put into a compatible format they will be put on the ICC web page for comment.
