  • 2:15 - 2:45 - Comparison of Carbon Black Performance in Semi-Conductive Shield Applications

    Abstract: Carbon black, a fine particle, is an important component in semi-conductive shield compounds used in the manufacture of power cables. Carbon black is a functional additive that imparts conductivity to the semi-conductive shields. Over the years specialty furnace carbon blacks have been developed to meet the specific needs of the power cable industry. This paper will compare compound properties of specialty furnace carbon blacks to general-purpose carbon blacks used for industrial applications. The effects of these carbon blacks on conductivity, surface smoothness, and overall cable performance will be presented.
  • 2:45 - 3:15 - Cable Rejuvenation Mechanisms

    Abstract: Recent advances in cable life extension technology have demonstrated a several-fold improvement over earlier generations. While simply supplying an adequate amount of fluid explains a portion of these performance gains, this paper addresses several other important factors required to understand long-term post injection reliability. The chemistry of oligomerization, which determines how long a treatment stays in the cable and the mechanisms of cable failure, which are addressed by the injection technology, are described.

    Abstract: High stress design 35 kV EPR insulated cables with insulation wall reduction have been in service for over ten years. This presentation will review the results of six (6) year, long term wet electrical testing conducted to demonstrate that with proper design the aging performance of standard wall and high stress design cables provide satisfactory results and suitable performance for the intended application.

  • “SPLICER CREDENTIALING ACTIVITY”

    Abstract: There is a shortage of qualified Splicers in the United States and no universally accepted definition of “Splicer”. Once you have defined “Splicer”, there is no universally accepted test to measure the necessary Knowledge, Skills and Abilities to do the work. The National Cable Splicer Certification Board (NCSCB) has been established to address this need. This presentation will:
    • 1. Describe the requirements to define, test and recognize a “Qualified Splicer”.
    • 2. Provide a brief overview on how the NCSCB proposes to implement this program to benefit the industry.
    • 3. Initiate and stimulate discussion on the value of personnel certification for the Public, Utilities, Contractors, Consultants, Standards Organizations, Trade Organizations, etc.
    • 4. Explore how the expertise, efforts and interests of the ICC can be coordinated with those of the NCSCB to achieve a common goal of making the “Splicers” an equal Stakeholder with the Manufacturers and System Designers in the Installed Reliability of Distribution / Transmission Systems.
  • “COMPARATIVE LABORATORY EVALUATION OF PRE-MOLDED JOINTS FOR MEDIUM VOLTAGE CABLES”

    Abstract: This presentation provides information on laboratory performance of 15 and 35 kV pre-molded joints from three manufacturers. Data on partial discharge, ac and hot impulse voltage breakdown tests, and dissection of breakdowns are presented for joints that were tested immediately after their assembly and after one year aging immersed in room temperature water (15-30°C), under operating voltage. The test program was repeated twice using joints acquired with a two-year interval. The two batches showed similar performance, indicating that all three manufacturers provide consistent quality joints. AC breakdown strength of the joints changed very little with aging. In contrast, their impulse breakdown strength decreased noticeably. Joints having partial discharge levels up to 5000 pC were included in the study. No obvious correlation was found between the presence of partial discharge and the joints ultimate dielectric strength.

  • 9:25 - 9:50 - Locating and Repairing Fault on Scattergood-Olympic Line 2, 230-kV, High-Pressure, Pipe-Type Cable

    Abstract: A critical 230-kV high-pressure pipe-type cable connects LADWP’s Scattergood Generating Station to Receiving Station K (RS-K) in the Los Angeles Westside. The line, which carries 350 MVA, relayed on May 26, 2005 at 00:34 AM. Megger and hipot tests indicated a fault on phase C. The fault recorder at RS-K registered 13,000-Amperes for four cycles. LADWP utilized voltage drop ratio test, arc reflectometry, thumping, and acoustic detection to pinpoint the fault location. Radiography was performed to confirm the fault location prior to exposing the cable. The fault was located in a pipe bend at a point 4,750 feet from RS-K. Freeze pits were excavated around the fault point and the oil was frozen using liquid Nitrogen to achieve two plugs in order to drain a 1000-foot pipe section. The pipe was then opened and the cables were exposed and examined. In addition to the fault, substantial TMB damage of the cable insulation was found which required cutting a seven-foot section of damaged cable from each phase which was then replaced with new cable. The resulting repaired splice was 16 feet long, which was subsequently enclosed in a new precast maintenance hole. The pipe section was evacuated, tested, and refilled. The freeze jackets were then removed allowing the freeze plugs to thaw. The line was successfully tested and was placed in service on August 26, 2005
  • 9:50 - 10:15 - Effect of Cable Accessories on PD Propagation in Distribution Cable

    Abstract: Cable accessories represent an impedance mismatch across the cable, either in midspan in the case of splices, or at the ends of the cable in the case of terminations. Under the “right” conditions, this impedance can cause absorption or refection of high frequency energy in a PD pulse to a degree which makes detecting the reflected pulse from the end of the cable very difficult to impossible, thereby making the use of conventional time domain field PD detection impossible. This situation has apparently been encountered in the field, but the conditions under which it occurs do not appear to be well understood. We have examined this problem and determined the conditions under which cable accessories, mainly splices, can cause sufficient PD pulse attenuation that detection of the reflected pulse is likely to become impossible, and this presentation will provide an overview of the subject.

  • 10:30 - 11:10 - A new 400kV submarine cable crossing in the Netherlands

    Abstract: A survey will be given of the present HV electric infrastructure in a very crowded part of the Netherlands (the province of South-Holland) and the necessity to expand, in order to ensure reliable electricity supply for the foreseeable future. One of the new links is a 400 kV cable connection (double circuit) of 2200 m length, crossing two canals, which connect the Roterdam Harbour to the North Sea. The installation under the canals was performed by means of two direct drillings, one of 650 m and one of 750 m length.
    In the presentation attention will be paid to the selected design of the type of cable used (XLPE insulated 400 kV cable) and related accessories with integrated sensors (Click-fit joints and composite outdoor terminals) as well as the way the components of this system have been extensively tested. An optical fiber was installed in a separate pipe within the drilling sections.
    Finally it will be explained how hot spots in the cable system are being avoided. For that reason a forced water circulation system was installed in the directional drillings to smooth the temperature. A real scale model was used to check the current rating calculations, the smoothing effect of the water circulating system and the remote optical fiber temperature measuring system, of which the details will be discussed in the presentation.

    Abstract: In order to allow for land development, a critical overhead 115kV feeder serving the Jackson, Wyoming area is being relocated underground. The project has several unique and interesting constraints. The section of line to be buried is accessible only by an historical steel frame bridge with low weight, height and width limitations. The potential for bald eagles to nest in the area impose restrictions on where and when work can be done. In addition, due to an aggressive project schedule the duct bank construction and cable installation is taking place in the winter with subfreezing temperatures. This has resulted in some loss productivity and special handling of the cable and installation equipment. coming soon.
  • 11:35 - 12:00 - BC Hydro's PILC Feeder Cable Condition Assessment and Replacement Program

    Abstract: BC Hydro has an extensive system of Paper Insulated Lead Covered (PILC) cables feeding its large urban customers. The feeder cable system consists mostly of 15 kV, 3-phase jacketed and unjacketed cable, installed in ducts. Many of the circuits are multi-branched and some have sections of newer XLPE cable mixed with the PILC. Some of the PILC cable is over 50 years old and experiencing increasing failures. BC Hydro with the help of Powertech Labs is undertaking a Condition Assessment and Replacement Program, which consists of manhole inspections of the lead sheaths and splices while the circuits are energized, and LIpATEST, capacitance and Dissipation Factor measurements while de-energized.     Abstract: While voltage testing only indicates in a destructive way "passed" or not, measurements of the dielectric properties like partial discharges (PD) are valuable indicators for the quality level of the cable insulation. The results of PD measurements may have a direct relation to the average qualitative level of the insulation at the moment of measurement and can thus be applied as a trend- or fingerprint measurement. As a result, on-site PD diagnosis is becoming the most important non-destructive test method for new and service aged HV power cables. For this purpose in the last years off-line and on-line PD detection and localization and diagnosis methods have been developed and are in used by the authors. In this contribution experiences on condition assessment of power cables in transmission network are discussed. In particular, field experiences on PD diagnosis methods for detecting and localizing in HV power cables up to 380kV the insulation weak spots e.g. cavities in XLPE cable insulation or discharging defects in accessories and tan- measurements to determine the long-term overall paper-oil and mass insulation degradation will be discussed.

    Abstract: Many medium voltage power cables in industrial plants have helically wound, taped metallic shields. These tapes are usually very thin, which makes them very susceptible to corrosion, even if the cable is jacketed. This corrosion can lead to poor inter-turn contact on the metallic shield, poor contact between the metallic and semicon shields, or in the worst case broken metallic shields. All of these problems can cause electrical discharge at the shields that can eventually lead to cable failure. This presentation will cover our experience in condition assessment of power cables in industrial plants with emphasis on XLPE insulated cables with helically wound, taped metallic shields.
  • 8:45 - 9:15 - 150°C Low Smoke Zero Halogenated Cables

    Abstract: Low smoke, zero-halogen (LSZH) cables are becoming significantly more important as they have been demonstrated to produce fewer toxic by-products during the combustion process than conventional halogenated cables. Many end-users in various industries such as Automotive, Transit, and Utilities have adopted LSZH standards. These cables are lead-free and comply with European Union's Restriction of Hazardous Substances (RoHS) requirements. They are smaller and lighter weight than conventional XLPE cables, which permit their use in confined spaces. Because they are not chemically cross-linked, they do not produce by-products such as acetophenone, which is considered an industrial hygiene nuisance. They are intended for continued use in high temperatures up to 150°C and have excellent chemical resistance.

    Abstract: The continued evolution of low smoke zero halogen (LSZH) technologies has required a far deeper understanding of the fundamental science provided by novel filler materials. New combinations of particle size, size distribution, and morphology are now being utilized for superior performance. In addition, limits have been identified in traditional methods used to characterize the flame performance of new LSZH compound. Results from evaluation of metal hydroxides for flame resistant industrial cable applications will be presented and their affect on the physical and flame resistance properties will be discussed.
  • 9:45 - 10:15 - Effect of Cable Pulling Lubricants on LSZH Jackets

    Abstract: Low-Smoke, Zero-Halogen (LSZH) jackets are becoming an accepted alternative to the chlorinated rubber and thermoplastic jackets commonly used in fire-retardant cable. Research indicates the LSZH materials may be more susceptible to physical weakening from commonly used cable pulling lubricants. End users should choose lubricants with care when they are used to install LSZH cables. Test results to date from an ongoing study of the interaction of pulling lubricants with LSZH materials will be presented.

  • 10:30 - 11:00 - Next Generation Nuclear Cable Design: A Utility Perspective

    Abstract: Electricity demand in the US is expected to increase by 50% by the year 2025. Almost 80% of US power needs are presently met by fossil powered (coal, oil and gas) plants and over 70% of those plants are at least 40 years old and in need of retirement. The 102 US nuclear reactors presently account for only 20% of the electrical generation needs. To satisfy the projected growth and to replace those aging assets while reducing the release of greenhouse gases, the US will have to deploy a new generation of nuclear plants. Unlike the first generation plants, new plants will be standardized, feature passive safety systems and utilize modular construction techniques to reduce construction time and costs. While reactor designs, construction techniques and the licensing process have received significant attention, there has been little public dialogue concerning the design of the cables and cable systems for the next generation. This presentation is intended to start such a dialogue within the ICC.

  • LARGE PROJECTS OF EHV UNDERGROUND CABLE SYSTEMS IN EUROPE

    Abstract: Starting from their wide in-service experience on extruded cable systems, European manufacturers have greatly contributed to the preparation of IEC 62067 which is now worldwide accepted. Several big projects of underground cable systems up to 420 kV have been now carried out by European manufacturers. Each time, tests specifications included in IEC 62067 have proved to be the expected sole of the technical specifications attached to each individual project. This presentation updates this experience gained by European Companies through several practicle examples of Large 400 kV Cable Systems installed in Europe and emphasizes on the most critical points to be checked in EHV underground cable projects.

    • Earle C. (Rusty) Bascom, III holds an A.S. in Engineering Science from Hudson Valley Community College, Troy, New York, which he earned in 1987, and a B.S. and M.E. in Electric Power Engineering from Rensselaer Polytechnic Institute, Troy, New York, which he earned, respectively, in 1989 and 1990. He also holds an M.B.A. (1993) from the State University of New York at Albany. Mr. Bascom is a Senior Engineer with Power Delivery Consultants, Inc. where he has performed studies and engineering design involving advanced ampacity, system specifications, uprating, magnetic fields, forced cooling and rapid circulation calculations, and economic evaluations of underground and submarine cable systems. Mr. Bascom is a Senior Member of the IEEE, its Power Engineering Society, a Voting Member of the Insulated Conductors Committee, and a registered professional engineer in New York and Florida.     • Frédéric Lesur is graduated in power electronics. He has been a merchant marine officer for three years. He has worked for the cable manufacturer Silec from 1992 to 1999, as a research engineer. He was mainly involved in the development of 400 kV underground links, in modeling and simulation (development of user-friendly tools to help the engineering and design departments to answer complex invitations to tender). He was then engaged at EDF as a project manager in the field of laying and installation of underground cables. He has been responsible for the Underground Cables Systems laboratory from 2000 to 2005 (EDF site of “Les Renardières”). Recently, he retired from management activities in order to dedicate himself to technical fields. He has been a member of working groups IEC, CIGRE and Jicable since 1994.     • Wim Boone obtained his Masters Degree in Electrical Engineering from Delft University of Technology in The Netherlands in 1961 and he has more than forty years of experience with KEMA in the field of underground Electrical Power Transmission and Distribution. Mr. Boone is recognized world-wide as an expert in power cables, and he has made a significant contribution to the development of testing methods and related international standards for the electrical cable industry. He was an active member of the International Electrotechnical Committee for about 20 years, preparing world wide standards for HV cable. He is now senior consultant, offering services to the international customers. He is a member of CIGRE Study Committee B1 HV cables and chairman of CIGRE WG B1-09 Remaining life of existing HVAC underground lines. He was chairman of CIGRE WG 21-04, publishing an important guide on Maintenance for HV cables and accessories. He is an active member of the Insulated Conductors committee of the IEEE, as vice chair of WG C19W preparing a new guide for PD field testing of power cables and as vice chair of the Trans National Committee.
