Earle C. (Rusty) Bascom, III

ICC Chair (2018-2019)

Earle C. (Rusty) Bascom, III received his Bachelor of Science and Master of Engineering degrees in Electric Power Engineering from Rensselaer Polytechnic Institute in 1989 and 1990, respectively, and an M.B.A. from the University of New York at Albany in 1993.

Mr. Bascom began his career in 1990 working with underground cable systems at Power Technologies, Inc. and, later, Power Delivery Consultants before founding Electrical Consulting Engineers, P.C. in 2010 where as a Principal Engineer he continues to provide engineering services in the analysis, design, specification, installation oversight and operational characteristics of underground and submarine transmission and distribution cable systems.

He is a member of CIGRÉ, U.S. National Committee alternate representative to B1, and the U.S. representative to CIGRÉ Working Groups B1.35, B1.50, B1.56, B1.72, and TAG, and a Senior Member of the IEEE, the Standards Association and Power & Energy Society.  He was formerly Chair of ICC working groups 7-41, Transmission Cable Operations Report, and C8W, Standard for AC Cable Systems Above 161kV.

Mr. Bascom has performed research projects for the Electric Power Research Institute and CEATI and has authored over 60 technical papers and publications including principal author of Chapter 11, “Ampacity”, from EPRI’s 2006 edition of the Underground Transmission Systems Reference Book and the cable systems chapter in the last four editions of the McGraw-Hill Standard Handbook for Electrical Engineers.  He holds one patent.

Mr. Bascom is a registered professional engineer in New York, Arizona, Florida, Texas, Maryland, Delaware and the District of Columbia.
