- 2023 – Earle C. (Rusty) Bascom, III – For his exceptional assistance and support to the ICC Executive Committee as Past Chair during the extraordinary circumstances of the COVID-19 pandemic.
- 2019 – Thomas Arnold – For his many years leading the efficient operation of the ICC’s registration and treasurer activities.
- 2018 – Pierre Argaut – For his strong leadership and continuously fostering the close international cooperation between IEEE PES ICC and CIGRE Study Committee B1 and his contribution as Chair and Vice Chair of C29W in preparing IEEE Standard 1727-2013
- 2017 – Bill Taylor – For his leadership of cable accessory Working and Discussion Groups and for mentoring of new engineers via educational presentations at Subcommittee and Educational Programs.
- 2016 – Nirmal Singh – For leadership in Dissolved Gas Analysis (DGA) of high-voltage gas- and liquid-filled cable systems, and furthering the understanding of gas analysis and its meaning.
- 2015 – Deepak Parmar – For his leadership in the area of thermal resistivity of soils and backfill materials, and testing the properties of those materials.
- 2014 – Joe Zimnoch – For leadership in developing, implementing, and providing guidance and education to the utility industry for high-voltage pipe-type cable systems, and for the widespread implementation of laminated paper polypropylene insulation.
