Discussion group D04D has posted an updated version of their "Compendium of Tests and Standards for Cable Fire Performance Evaluation – Effluents" to the download site.
At its November 2013 meeting, the IEEE Board of Directors has named a number of IEEE Senior Members to Fellow Grade effective January 1, 2014. One of them is our very own Kent Brown “for leadership in standards development for design, testing, and utilization of electrical equipment for the nuclear power industry.” Congratulations to Kent!
At the Adcom meeting November 10, 2013, a new Policies and Procedures for Working Groups was approved. This document brings the ICC's policies into line with recently released guidelines from PES. All working group members, especially chairs and vice chairs are encouraged to familiarize themselves with these policies and procedures.

The ICC Fall 2013 meeting closed on Wednesday, November 13, with a record crowd attending the educational session, a technical tour of AT&T Stadium. We look forward to seeing you in Kansas City, May 4-7, 2014!
Thank-you for your attendance at the Fall 2013 ICC Meeting (the 134th
meeting of the Insulated Conductors Committee) in Dallas, Texas.
Meeting Attendance & Paid Events
Overall attendance was excellent. We had another successful ICC meeting,
achieving a total attendance of 419, making it the fourth highest Fall
meeting attendance since 1997, and breaking the tradition of Florida venues
as the top 5 record-setting locations for attendance. This fall’s 2013 ICC
meeting registered 64 newcomers, 14 of which were new utility engineers.
Eleven (11) new utility engineers across the nation from (North Carolina to
Hawaii) took advantage of the offer we made of a complimentary registration
for this meeting. This makes a total of 25 new utility engineers coming to
the ICC in 2013, which continues to be encouraging. Total utility engineer
attendance set a record with 107. This brought the percentage of utility
engineer participation for this meeting back to 25.5%, and within the recent
historical average of 25-26%. Transnational and Networking Luncheons
continued to be popular events with attendance of 146 and 56, respectively.
The Education Program was hugely successful (thanks to Richie Harp of local
utility Oncor, Al Mendelsohn and Pete Tirinzoni, Education Session Chair and
Vice-Chair, respectively), with a record 115 attendees signing up, and a
record number (55) of those attendees also signing up for CEU credits. The
Education Program consisted of presentations about, and a tour of, the
electrical vaults, switchgear and cables that provide the electrical power
to accommodate 100K+ fans at AT&T (Dallas Cowboys) Stadium, where all kinds
of sporting and entertainment events are held year-round. The electrical
power distribution system of the stadium was installed by and maintained by
the local utility, Oncor. Oncor personnel provided some of the
presentations and also volunteered as tour guides for the stadium tour.
There were five (5) planned events for ICC spouses and guests. Luncheon
tours of the famous South Fork Ranch of the television series, “Dallas”, the
6th Floor School Book Depository Museum, the newly-opened George W. Bush
Presidential Library and 2 shopping excursions. Other spouses and guests
took advantage of the down-time to explore the many other interesting sites
of the Dallas Metroplex.

Discussion at ICC
Training in Robert’s Rules
of Order (RRoO) parliamentary procedures was provided by Lauri Hiivala on
Tuesday morning for Working Group (WG), Discussion Group (DG) and
Subcommittee (SC) officers in an attempt to improve the efficiency and
productivity of the ICC standards development process. A total of 60 SC, WG
and DG officers attended the RRoO training session. Additional training
will be provided at the Spring 2014 meeting on the newly approved WG Policy
& Procedures (WG P&P) by Lauri. The new ICC WG P&P is posted on the ICC
website. Training on the use of newly launched IEEE-SA electronic tools
such as Central Desktop Publishing and IEEE Mentor by Malia Zaman used in WG
standards development is also being planned for the Spring 2014 meeting.

Recognizing exceptional achievements in our profession, by both individuals and
organizations, is an important part of the mission of the IEEE. Each year the
IEEE Awards Board recommends a select group of recipients to receive the IEEE's
most prestigious honors. It is my pleasure to inform you that the IEEE Board of
Directors has named Willem Boone
as the recipient of the 2014 IEEE Herman Halperin Electric Transmission and
Distribution Award with the following citation:
“For successful
international leadership and guidance in understanding critical factors
affecting power cable life and in improving diagnostic test procedures.”
This award is sponsored by the Robert and Ruth Halperin Foundation, in memory of
the late Herman and Edna Halperin, and the IEEE Power & Energy Society. It will
be presented at a future Insulated Conductors Committee meeting. Meanwhile,
please help us extend congratulations to Willem on this prestigious IEEE award!

Thank-you for your attendance at the Spring 2013 ICC Meeting (the 133rd meeting of the Insulated Conductors Committee). The meeting officially closed on Wednesday, May 1, 2013. While the train schedules did cause some noise and disruptions to some of the meetings and your nightly rest, I hope overall the meeting was beneficial and of value to you and your company.
Meeting Attendance & Paid Events
We had another successful meeting, setting a new record for total attendance at spring ICC meetings of 383. The previous total attendance record for Spring ICC meetings was 369; recently set in Seattle in 2012. This spring 2013 ICC meeting registered 61 newcomers, 11 of which were new utility engineers, which is encouraging. While overall attendance did set a record for a spring meeting, actual utility engineer attendance dropped by a count of 20 from the high of 101 at the Fall 2012 meeting held in St. Petersburg, FL. This brought the percentage of utility engineer participation for this meeting down to 21.1%. The level of utility engineer participation for this spring meeting was lower than the spring average of 26.1, and lower than the previously lowest utility engineer participation of 24%. Clearly, this meeting’s low utility engineer participation was due to some assignable cause. We will investigate further. We did not have any new utility engineers within the 40-mile radius of the Pittsburgh venue take advantage of the offer we made of a complimentary registration for this meeting. We will be modifying this offer in an attempt to extend this offer to a broader population of utility engineers (new attendees) across the country and abroad.
New Topics of Discussion at ICC
The formation of at least two (2) new Ad Hoc discussion groups was also encouraging; one (1) on HVDC Cables and the other on Consideration of the Effects of Seismic Events on Underground Cables. Both are scheduled to meet at the Fall 2013 ICC meeting in Dallas in November. Much progress was also made in cable and accessory standards development and maintenance by ICC Working Groups.
We also hosted a High Voltage Testing Subcommittee meeting (Chair, Bill Larzelere) of the Power System Instrumentation & Measurements (PSIM) technical committee, one of our sister sponsor committees of the Power and Energy Society (PES) of IEEE.

In addition to previously announce approval of the update to IEEE 400.2, congratulations are due to two other working groups! WG B19 has had their new standard 1816 "Guide for Preparation Techniques of Extruded Dielectric, Shielded Cables Rated 2.5 kV through 46 kV and the Installation of Mating Accessories" approved by the Standards board. Additionally, WG C29 has had their new standard 1727 "Guideline For Working Procedures On Underground Transmission Circuits With Induced Voltage" approved. Congratulations to the members of both of these working groups!
